FOCA Commends 9-11 Commission

Unprecedented Cooperation and Dialogue Set New Standard, July 23, 2004

Washington, DC-The Friends of Charities Association (FOCA), a trade association of leading faith-based charities, commends the National Commission on Terrorist Attacks Upon the United States for their thorough and exhaustive work over the past twenty months. FOCA reiterates its position that the extraordinary access and efforts of the 9-11 Commission have set a new standard for transparency. The unanimous report strikes a balance between investigation and policy and will be looked upon for years to come as the standard by which officials should regulate, legislate and enforce laws to protect against the menace of terrorism.

FOCA members are committed to engaging in a dialogue with law enforcement, elected officials, the media and opinion leaders to root out sources of terror finance. With the cooperation and dialogue achieved by the 9-11 Commission, FOCA re-affirms its Transparency Project, whereby authorities and the media are given access to charity offices and officials anywhere in the world. The work of the 9-11 Commissioners and the Commission staff is a testament to the unprecedented access they received to government and private individuals and records.

FOCA commends the family members of the tragic attacks of 9-11 for their persistence in ensuring the Commission was empowered and allowed to view any relevant documentation. In the coming months and years, they will be joined by conscientious Americans in the debate to implement the results of the 9-11 Commission. As this process gets underway, FOCA stands ready to engage in the debate, offering its expertise on the role of charities in building civil society and addressing humanitarian needs around the world.
